Systecon has for many years developed PVL on behalf of FMV. PVL is a method and a tool for forecasting usage and needs of various logistics resources, due to military activities - both nationally and internationally.

PVL helps analyzing essentially in three categories, Commodity Supply, Maintenance and Healthcare. The analysis is done by giving the units that are in focus for the analysis certain activities for a certain period, and then calculating the outcomes of material failures, commodity consumption and personal injuries. Depending on the type of operation, opponent, climate, etc. the results will be different.

Through the analysis it is for example possible to see if the unit is able to repair the vehicles as necessary, how much fuel and water are consumed or how much injury on staff that can be expected. The results can be cut per module units and over time.

The PVL method is constructed in two parts, one consisting of basic/norm data and one part that is the analytical tool. In the basic/norm data part most of the Swedish Armed Forces' units are covered with personnel and for the analysis relevant assets and consumption data. Since the input data necessary for the analysis are already collected, the user completes only with information that is specific to the current analysis case, such as which activities the unit should have, as well as various environmental parameters that affect the analysis.

During the development of PVL, the method and tool has been used to analyze and design different military units, for example the Nordic Battle Groups 11 and 15. This year PVL also has been used in more operational scenarios. During staff exercise Viking 14 PVL supported the Force Headquarters of the Nordic Battle Group 15 with decision making.
